When I enable a feed for autodiscover, the following stanza appears in my rendered page:

<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en"
      lang="en">

    <link rel="alternate" href="atom/super-cool-feed"
          title="News" type="application/atom+xml" />

</html>

the <html> tag is redundant and invalid. I think we should just get a <link> tag.

Steps to reproduce:
Enable syndication, create a feed, enable autodiscovery. View HTML page of feed-enabled item.
