To improve comments body displaying let it's authors to use basic HTML tabs. Auditorium manager cen define allowed HTML tags in comments body.

Motivation
Comment's authors can use some of allowed HTML tags when writing new comments to make product more flexible for larger discussions.
Proposal
- UI for defining allowed HTML tags by Auditorium manager
- Render comment's body as HTML
- Add information / instruction box to new comment form which will inform users which and how HTML tags can be used
