Plone 3.0 did away with the visible state for content. As a result you have to publish a press contact for the information to be visible whenever you associate it with a press release or press Clipping. But publishing it makes it active on the press room homepage as well.
I simply took the Press Contact out of the template on the Press Room to work around this and encouraged my client to use the editable top for the purpose of showing the default press contacts.

Please note that there is a checkbox for Press Rooms to turn off the display of Press Contacts.

However, the use case of wanting to have non-published but otherwise still visible press contacts is certainly valid, but it's not a Press Room bug -- you just have to reassign the appropriate workflow to Press Contacts. You do this in the Plone 3 Control Panel; go to "Types", select "Press Contacts", and assign it the "Default Workflow [Plone]". This will restore it to pre-Plone 3.0 behavior, including the "visible" state.
