#9: Resolve ambiguity of "release"

Poi issues have a single "release" field at the moment. It's unclear whether this is the release of the product the bug was found in, or the release it's targetted to be fixed in.

Motivation
Submitters will want to report what release they found a bug in. Managers may want to keep track of which release a bug should be fixed for. The two may not always be the same.
Proposal
When releases are in use (i.e. when a releases vocabulary is defined), add a second field "target release", editable only by managers and changable through the Add response screen (in the same way severity, assigned manager or issue state is).
