#14 — Issue edit form is sub-optimal

The ordering and organisation of the PoiIssue 'edit' form (i.e. the schema) is probably not optimal.
- Move Steps to reproduce and Details up, to sit after Details
- Move Attachment to under Details
- Put Responsible (only visible to managers) after Severity
- Leave Issue watchers and Tags, both visible only to managers, at the bottom
The Tags UI is a problem in itself - as it stands, it's not very intuitive. It's meant to make it easier to arbitrarily categorise issues (like we did with collector-chaos for the CMFCollector) but having to go to the bottom of the Edit tab is a pain. It's unclear how useful this will be for trackers with few or well-categorised issues, but I'd like to make it a little more accessible anyway.
Ideas and suggestions highly appreciated!
