#127 — PHC Section Appear to be Alphabetical, not Respecting the Order Set in PHC Edit

This is not the order that the sections are listed in: http://plone.org/documentation/base_edit
The listing order in the first view appears to be alphabetical - in fact all other sections of Plone.Org's PHC are alphabetical.
This may have to do with the special configuration of PHC on Plone.Org, but I'd like to find a way to get the "In this section" stuff to list in the right order.

The order set in the edit screens is respected now. I've also refactored the involved method.
