Plone should have the sitemap that comes with the new nav tree properly integrated into Plone itself.

Motivation
This is a needed feature for any portal.
Proposal
- Integrate the site map from PlonePortlets / NavTreePortlet into the Plone core. This will be done on the same branch as the new navtree.
- New action "Site Map" needs to be added to
site_actions.
