This issue was reported first in 203, but got spammed with unrelated discussions:
This appears in version 2.4 within Plone 3.1.7
The "Change language" link within the "manage_translations_form" actually creates a new translation of the object, instead of changing the language of the object.
The next window says:
<dt>Info</dt>
<dd>Translation created.</dd>
but this is the wrong action it should just change the language of the object, without creating a new one.

I restored the proper functionality again in SVN trunk. This will be released as part of 3.0 beta 3.
