you should be able to create a new iteration. After clicking the link it should display a form to provide the title of the iteration.

One issue remains: the 'new iteration' button is also visible when you do not have permission to add an iteration, for example as an Employee.

Alternatively, we might as well actually give Employees the right to add an Iteration. It happens too often that I have to ask my managers Jean-Paul or Mirella to create an iteration and they have never yet refused to do so. Plus, Jean-Paul just asked me to add a remark like this to the issue. :-D
