Send a confirmation email when a user has successfully registered for an event.

Motivation
Receiving an email reassures the user that his registration was successfully processed, and can serve as a reminder of the upcoming event.
Proposal
When a user registers for an event, an email should be sent to the user confirming their registration. The body of this email should include a description of the event, a link to the event webpage, and most importantly the date of the event.
Optionally, an email should also be sent to the person responsible for the event.
A configlet should be written to allow managers to enable/disable both email notices.
