#12: Remove effective/expiration date controls

Controls for effective date and expiration date should be removed from the event edit page.

Motivation

These controls are redundant -- since they will still be accessible in the normal plonish way. They were included at the request of the client who financed development of ER, but that client no longer finds them useful; so there is no reason for them to be present.

Proposal

Remove appropriate fields from schema; remove supporting class methods.
