An 'Parent Action' (Campaign Action) is currently optional in an 'Action Edition'. While this is fine as the default behavior, for larger organisations and coalitions the Campaign Action should be easily made required for all Action Editions.
The suggestion is that this is toggled either in the config.py file or in portal_properties and thus applies to all Action Editions created on a site.

Grouping or association of editions with a larger context can be done in different ways. Using a "bottom-up" reference from edition to parent action was the initial way this was implemented, but it might be a good idea to explore for example keyword-based grouping as well.
