ContentLicensing does not currently had a complete migration path or uninstall path.

Motivation
For sites that want to remove the ContentLicensing product completely, administrators must hand remove some items and properties to fully uninstall the product, and annotations persit on the objects.
For sites that want to migrate to a new version, there is currently no migration path.
Proposal
Complete both stories. Provide a working migration script, as well as a functional uninstaller.
