Feature enhancements in this release

The following features are associated with this release:

Upgrade Creative Commons Licenses: Several changes have been made to the Creative Commons Licenses. Future versions of the ContentLicensing tool should take into account these changes and make adequate provisions to support them.
Bulk license change tool: A tool is needed to recursively change license information for content objects.
