#84 — tgv use_portal_factory set on model or package no longer have effect

Earlier, setting the tgv use_portal_factory on the model or the package worked. In the tgv list generated by TaggedValueSupport.py the tgv is valid on model, package and class level (which makes good sense). Now the value is only respected when setting it on the class.
I worked my way through the code trying to fix this, and got to class XMIElement, getTaggedValue(), where the log statement says "Note: we're not doing this recursively." Why not?
Maybe this is a problem with all tgv's applicable on model and package level as well as class level?
Can we specify somewhere that the lookup should use more than one category?
