The Plone Foundation has an IP committee that addresses trademark and licensing issues, and serves as a point of contact for all IP issues.

Plone's core codebase is owned by the Plone Foundation, a US-based 501c3 nonprofit corporation. PF is governed by a 7-person board of directors that is elected by the Foundation membership. People who have made significant, enduring contributions to Plone can apply for membership. A membership committee evaluates applications and makes recommendations to the board, who have final say.
